Excellent point. And not only the IRS in America, also in Europe and
elsewhere. But this actually points to the enforcement issue. Because the
IRS does not set the taxes, it simply acts as an enforcement agency for
those who set the taxes (elected representatives of government), then
perhaps we should be thinking about splitting these functions in the context
of internet regulation also. If there was an enforcing agency, independent
of ICANN, (or its successor) would that solve some of the problems?
