Of course.  

However, by symmetry, ICANN policies also impact on the other  
parties who enter into these contracts.  That is, in the case of  
registrars and ISPs, registrants.  So, by the very argument you are  
making, registrants are stakeholders, too.  Regardless of whether or 
not they are individual, commercial, non-commercial, or  
governmental.
