The reason is that this document does not exist, so we can't link to it.

And I would suggest that we (on this list) propose a rule for dealing with
motions, discuss it for a while, and then ask our Chairs to put that 
proposal
to a vote. This can then be added to "gaindex", supplying what you want.

We agree.
First point then is to find someone (or more than one someone) who will
volunteer to draft such a rule.
