May I preface that with:-

KEY PRINCIPLES OF THE GENERAL ASSEMBLY (not rules)
The decisions reached by members that make up the General Assembly are not
mandatory; they are recomendations to the Names Council and Board of
Directors. Whether recomendations will be interpreted loosely or strictly
depends to be seen and will be determined in large part by public opinion of
the world (with apologies to Kenilworthy).

BEST PRACTICES OF THE GENERAL ASSEMBLY (not rules)
1.    Participatory
2.    Sustainable
3.    Legitimate and accessible to people
4.    Transparent
5.    Promotes equality and equity
6.    Able to develop the resources and methods of a general assembly
7.    Promotes gender balance
8.    Promotes cultural diversity
9.    Mobilizes resources for sustainable development purposes
10.    Operates by rule of law
11.    Efficient and effective in resource use
12.    Engenders and commands respect and trust
13.    Accountable
14.    Able to define and take ownership of recomended solutions
15.    Enabling and facilitative
16.    Regulatory rather than controlling
17.    Able to deal with temporal issues
18.    Service oriented.
