I would term this section "IDEALS OF THE GENERAL ASSEMBLY" - if adopted, 
they
serve to inform the practices, they are not themselves the practices.
For example, "transparency" is an ideal; "all archives and all rules are on 
the Web"
is part of the practice of that ideal.

I also have nits with most of them ("Accountable to who? The NC, the Board 
or its members?"),
but the spirit they seem to want to encourage is something I like.
