You are almost certainly correct - in part.

I submit that another reason that the GA (and ICANN in general) are losing
people is that there is no meaningful way to participate in policymaking.  

One can talk, talk, and talk.  But when it comes to the decisions that are
made, most of us aren't even given the privilege of being observers, much
less the privilege of being decisionmakers.
