And there's the real issue, IMO.  The USG DoC has repeatedly 
abrogated its responsibilties in oversight of ICANN.  That is precisely 
why not only the GA, but any other organization that can bring exposure 
to this issue should be utlized.  Individuals in the GA, as well as 
anywehere else should have input to the @LM.  The major difference 
between the DNSO GA and the @LM is that the latter encompasses 
much more than just domain name issues.
