[registrars] Litigation Update Correction

I just corresponded with Bret Fausett who attended the hearings in person.
The previous statement referenced at ICANNWatch needs to be corrected based
upon Bret's account.  NeuLevel agreed to stipulate that it would not assign
any Group II names (names with duplicate submissions) until October 12th.
Group I names, unique names will be process and moved forward. This
stipulation therefore had the end result of a temporary restraining order
(TRO), but without the negative press associated with it.

Bret will be providing some other interesting quotes that occurred during
the hearing. Please check his ICANN Blog for this account shortly.
