Joyce,

I completely agree.  We come across our share of fraudulent registrants
(mainly 10 year regs and certain countries) and more often than not, we
trace them back to bogus records at other registrars too.  I've been hoping
for a shared list of fraudulent users since the early days and expected it
to come into play with the introduction of ICANN.  IOW, I'm all for it.
