Ross,
There is no intention to make this resolution at this time, and will not be
made until the final report is complete. Is that correct?
Making such a resolution now would be extremely premature. And considering
the comments made by Louis Touton a few days ago, would likely be a waste of
time.

This is a straw motion at this point. Comments, alternative, critiques are
welcomed - noting that I actually haven't read this myself yet ;) (In other
words, this is the start of the appearance of round two deliverables for a
whole bunch of task force work - there will be a ton of time for comment,
changing, re-drafting etc.) - the Interim report has a higher priority at
this stage.
