[registrars] Council Blesses Transfers TF Report as Consensus

Ladies and Gentlemen,

I am proud to announce that the this morning, the GNSO Council
unanimously approved the Transfers TF Final Report as a consensus policy
recommendation. It will be forwarded to the ICANN Board of Directors for
their consideration at the Rio de Janeiro meeting in late March of this
year.

My special thanks to Bruce Tonkin, Marilyn Cade for their outstanding
efforts in getting us this far as well as the support of *all* of the
constituencies and their representatives and input.
