Sorry, Mr Purwadi, but I see your point of view very self serving in light of
the issue between Indonesia and East Timor, and can't help but to feel that your
view on this is tainted by that dispute.
I sincerely hope that an esteemed body such as the ISO will continue to operate
above these petty disputes, and rise above them.
This is a perfect example of a situation where the so called "sovereign"
language Kent Crispin seems to want to enshrine can be abused. Presumably,
under such a rule, the Indonesian Government could petition IANA/ICANN to remove
the .TP delegation as counter to their interests. This would be a grave error
if they were to take such an action.
As Dr Lisse and Antony have said, the governments are important stakeholders in
their countries' internet policies, but they are only ONE important
stakeholder, and to place a resource that never belonged to them in the first
place, under their direct bureaucratic control and let them dictate policy in
such a bureaucratic fashion is counter to every interest of fairness and
openness, and counter to the principles of the White Paper, and the spirit with
which the Internet was formed, and I suspect MOST strongly, from everything I
have heard about Dr Postel, that he never intended his comments to be taken so
out of context to mean what Kent would have them mean, but meant instead that
the government would be consider a strong stakeholder, and be granted a role in
helping decide matters, rather than having direct sovereign control over that
TLD. Dr. Postel never used such language, and it was used only by certain
powerful countries with an interest in being able to assert government control,
to name two, Australia and Argentina, and that policy being one STRONGLY
opposed by a VAST majority of actively participating ccTLD managers.
Yet those who opposed this sovereign rule, tended as a group to recognize and
NOT oppose government INVOLVEMENT as a stakeholder in the process. .CL was a
perfect example, it's contacts were adamant that they would work WITH their
government in any concern the government had about the operations of .CL.
You've also seen Dr Lisse advocate such a role for governments.
People are equating support for RFC1591 to being anti-government. I suppose it
is convienant for them to spread that falsehood, but the reality is quite
different, and quite simple, and open for everyone to see.
I cut Mr Purwadi's message when I responded to it for brevities sake, but I
post his signature at the end of this message for those not familiar with him.
He is involved in the operation of the .id domain for Indonesia. East Timor is
a colonian territory of Indonesia and has a ISO-3166 assigned code TP. .TP is
operated by a group of supporters of the freedom movement in East Timor from
what they call opression from Indonesia.
This is just one example of how far some people can use some of the policies
Kent has proposed to abuse the rights of others. His trademark concessions are
another such example.
These are a couple of the reasons I am absolutely opposed to the language he
has proposed.
