YES.

This is a vote to move foreward. I agree with Dave Crocker that lumping all
these different kinds of TLDs together might hold up action on truly open gTLDs,
which should be the priority. But the risk is worth taking, because I don't see
momentum for anything else.

If someone at the next level wants to think about criteria, they should look at
that list, but that doesn't mean they should follow it.
