Thank you.

I am now putting on record that this WG labored under the wrong referenced
terms between December 23rd and Jan 3rd and not one member or the Chair drew
attention to it. That is some 50% of the WG's allotted lifetime misdirected
and I would add to that, members have yet to see the correct version to
which you now refer. Where is the "approved" document posted exactly?

As you say, unfortunate, but if circumstances amounting to seriously
misleading members does not constitute reasonable grounds for granting an
extension to the life of this WG, I fail to see what could.

You left out a very important part of YJ's message:

    This was drafted before Names Council(NC) teleconference and it was
    provided as reference document to the NC before Review WG is formed
    formally.

That is, YJ did not send out the terms of reference approved by the NC,
but instead apparently sent an earlier, much different, version.  This
is quite unfortunate, because it seriously misled many people about the
intent of this WG.
