I believe this wording is sufficient. It most certainly is the intent that
should be adopted. If this mandate is treated as a non-mandate then it
certainly would support the antogonists of ICANN's legitmacy. I most profoundly
hope that those who receive this consider the drastic and sad reprecussions of
ignoring it or otherwise treating it badly. The DNSO does not have to be perfect
next week, but it must take positive steps last week.
