Sotiris,

The Draft report doesn't claim that this WG made any such statement, as I 
read it - I'm assuming that the report is a "best attempt" at a synthesis 
of all the materials the Task Force looked at. However, the issue of 
atlarge and an individual's constituency was brought up at length and 
repeatedly by Jefsey Morfin within the WG - this may be the basis for it. I 
really don't know.
