I believe this excerpt from Ms. Dyson's interview inciteful, since she was in
position at the time covered.
Do you know why God could create the world in six days? Because he
had no legacy system. We have an existing world, we have
governments, we have existing business players, and you can’t just
waltz in and destroy what they have built and depended on. I spend a lot
of time in Central and Eastern Europe, and there you can’t simply say,
‘Let the free market take over’ because there are incumbents with more
market power and people who played by the rules as they were. This is
not a start-from-scratch situation. It’s a system in which a lot of people
with vested interests have already made contributions.
If you were starting over, would you do it differently? You could say that
there could be any TLD in the world, and basically you’re back to ‘just forget
the .com.’ But there is some value to the hierarchy; there is some value to the
signaling and differentiation that TLDs provide. Trying to make the Internet a
perfect place is a worthy cause, and maybe you should be more radical than
ICANN was, but you have to start from where you are, not from where you would
want to be.
