[wg-review] Constituency

I just want to come back separtely on an small but important issue for 
common international understanding of the DNSO structure.

The word "Constituency" is extremely confusing. Joana taught me the 
differences between its English and American meanings. Since it is actually 
quite linked in the people mind to what a Constituency may be in their own 
national Constitution, I suppose the Autralian, NZ, Canadian, Indian, etc.. 
acceptions will vary within the same English idiom.
Now if you translate the word in French  ("circonscription") the 
politico-cultural understanding is totally different and much more complex. 
In English the word relates to something per itself. In French it relates 
to something defined by other entities' geographical borders, 
administrative bridges, etc...
I am sure that in Spanish, German etc... it has other meanings.  I am not 
sure it may even translate  in some cultures/languages. Certainly not as 
"an SIG with a voting capacity to NC seats".
