Dear Philip,
     I respect the fact that you have worked to develop a business plan to
address both issues and process.  I am concerned that the issue of
restructuring the DNSO is not part of the current Business Plan which only
seeks to "Identify key initiatives required to improve the functioning of
the NC."  I view the reiteration of Business Plan objectives equally
tautological in the context of discussions responsive to a Board mandate to
consider structural changes.
