Another question: Suppose that a NC member did not participate to any
teleconf meeting (still the place where a significant part of the NC
work is done) during the last 6 months for instance. Can we still
consider him as a useful and active piec of the NC? (even if he is wise
enough to give proxy each time)?
Some thoughts: While it may be hard to consider someone absent for 6 month
as a usefgul and actrive member of the NC, I think it would be a dangerous
precedent to suggest they should be replaced. In our parliamentary system
there are a number of members who might be considered pretty useless -
because they sleep thru sessions or are often absent, etc. Of course, if
they are absent, they can't vote so there is an incentive to at least
attend. But regardless, they are there because they have been elected by
their constituency and it is not up to the parliament to sack them.
