  Any goal of this sort is attainable if your dedicated enough.  Our
efforts are a good example I believe.  Our membership seems
to continue to grow with every passing day and our funding is
outstanding and continuous.  I see no reason why such and
endeavor cannot also be reached by others.  As to whether
the ICANN BoD would accept such a organization within
it's structure is in serious doubt, but that should not stop
such an effort form continuing or be ongoing.
