  In essence yes it is!  ICANN should stick to the technical knitting.
Policy issues are obviously not it's forte.  But it is way too late for
that

  Well Sardines are not produced.  However, your point here anyway
is well taken.  Has been for some time now...

  Yes Postel know in 1991 that this was going to be huge issue
at some point.  In addition this 'Phenom' as you put it has
been around for about 5+ years, not 3.  One has only to go
back to the creation for RFC 1591 and review the IAHC
and gTLD-MoU process to understand that clearly.
