There is no consensus process within ICANN. There is no general understanding of what consensus is. Any attempt at developing a true consensus concept is generally sabotaged out of fear. So it goes - no real changes since I abdicated from the task force at the beginning of the year. No surprises there

consensus development process has ever been put into place.  I also
