I'm saying it doesn't matter.
To use your analogy, if someone has a PC, and an interest in the
process, they are a stakeholder, and should be permitted to
participate without having to justify their participation. If your
Aunt Agatha doesn't have a PC with an internet connection, then
obviously she isn't a stakeholder, but if she gets a PC and an
internet connection, then she would be effected by the decisions made,
directly or indirectly, and if she was interested, by all means she
should be welcomed to participate.
