This is not a simple task and just reviewing the archives that give the history
of why we have the rules we do is arduous a best. Just the history of the two
lists is hundreds of posts. One factor is very clear many things have changed
since then, these assumptions were made when the rules were drafted; There
would be a fully functioning At-Large, the NC would have a viable and respected
role in providing policy to the board to accept, that the GA would be
acknowledged and their postions would be respected.
As we know these are not the case, so we must adapt to the times. I have
invited many of the participants from that time to get involved today, and they
want no part of ICANN as it exists. And not one gave a reason as the noise or
fighting here, all refuse because of the BoD.
