I had real trouble with this at first.  Now I do not see any problem with; If a then b, or if not a then b.
I am watching the response to this wg's report.  If the report is disingenuously received and acted upon then I believe disbanding the constituency model is the
only appropriate remedy within the confines of ICANN.
I hate to say it but outside interference may be the only relief available.  If this occurs the ccTLDs will become the preverbial rats leaving the sinking ship.
