If the ccTLDs do form a supporting organisation (which personally I
support) this would not mean they necessarily can not also be in the
DNSO as they do have a legitimate interest in gTLD policies
The above clause just means that whomever is elected to the ccTLD SO
Council could not also be on the DNSO Names Council.
