In many ways, that depends on who/what is being
helped. The NC Members didn't seem to mind
participating earlier on in the WGr's process, why
would anything be different now?
In point of fact, the WG has gone out of its way
to invite the NC's comments, concerns and
proposals. If the members of the NC do not wish
to take part in the WGr's deliberations, then they
should not express dissatisfaction at any results,
as such behaviour seems to beg the question.

Each of the NC members were invited personally, on
an individual basis. Should they choose not to
participate, they also do so as individuals.
