  Yes it would seem so.  In addition as well, the registrants have no
say so in the provisions in these registry contracts to which they
are bound.

  Well the Individual DN Holder constituency (IDNHC or IDNO) is not
yet a ICANN constituency.  In addition with the problems that new
constituencies being "Approved or Accredited" by the ICANN BoD
it is also unlikely that and "SME" constituency has a chance of
coming about.
