Exactly and gTLD registries and registrars are almost all companies
which have that duty.  ccTLDs are often run by sponsoring
organisations which are not companies.

Not at all.  First of all people need to stop thinking of global
"solutions" to ccTLD issues - there are very few as each ccTLD varies
in some way.

My point is RFC1591 mandates the duty of a ccTLD manager is to serve
the local internet community.  You don't have to be the Government to
do that.  WHat you generally do need is a local organisation with
local policies that reflect that internet community.
